It's an attempt to objectivize the evilness metric judges informally
apply all the time anyway. Whether the method of gauging evil is evil 
itself would depend on the people in charge and their methods.

If this will involve a formal set of guidelines, and a feedback loop
adjusting the metrics (i.e. how the estimate turned out in practice), 
including persons (a new expert doesn't have the experience, so
the error range is high, some people Just Never Get It, and should
not remain in a position where they could cause grief to others
by their imcompetence, etc.)

Of course this proposal is probably totally half-baked, and hence 
sufficiently evil to be rejected, unless they brush it up, a lot.
